$4,499.
60 - $5,680.
63 per month Hiring Salary:
$4,499.
60 - $5,055.
75 per month DOE $5,000 Sign on Bonus, subject to all required taxes and withholdings, to be paid in two payments.
50% of the bonus will be paid on the next regularly scheduled pay date after your first day of employment with Pend Oreille County; the remaining 50% of the bonus will be paid after one year of County service.

BASIC FUNCTIONS:
This is a specialist level position that preforms professional, technical, and administrative duties in the Public Works Department, with emphasis in engineering, environmental permitting and asset management.
This position is responsible for assisting and supporting all aspects of complex public works projects.
This position will track and manage roadway assets utilizing CAD and GIS software.
This position will also be responsible for conduction traffic studies and implementing a traffic counting program.
This position will provide a high level of customer service to all stakeholders.
This position is non-exempt, and subject to a collective bargaining unit.
Qualifications:
Associate degree in an engineering or surveying related field.
Substitution may be made in any combination of experience, education, or training, on a month-to-month basis, which would provide the level of knowledge and ability required.
Certification as an Engineer in Training or Land Surveyor in Training is desirable.
The ability to use computer applications for word processing, data base applications, spreadsheets, GIS mapping, and engineering design and surveying software required.
The ability to review and interpret environmental regulations, policies, and permit provisions and apply them to project work.
The ability to prepare environmental reports and permit applications for construction and maintenance projects.
The ability to prepare county road asset tracking reports and prepare replacement plans.
The ability to implement and operate traffic counting devices and software.
Knowledge of and/or experience with the AASHTO Highway Safety Manual.
Must obtain FAA Part 107 (Remote Pilot airman with small UAS rating) certification within 1 year of employment.
The ability to operate roadway engineering and surveying equipment.
The ability to solve problems, resolve conflict, and communicate effectively both orally and in writing under stressful situations.
Valid driver's license required.
Must successfully pass a background.
ESSENTIAL JOB FUNCTIONS:
Prepare, submit, report, and monitor environmental permits related to road and bridge construction and maintenance projects and advise field maintenance crews to ensure compliance.
Prepare, submit, report, and manage surface mining reclamation permits and pit inventory.
Prepare, report, and manage county road assets.
Prepare, report, and manage traffic study programs.
Utilize traffic counters and related software to conduct traffic studies.
Assist in the preparation of permits to work in County right of way.
Assist with road right of way surveying, topographic surveying and other surveying related tasks.
Assist with engineering and surveying equipment maintenance.
Utilize engineering or survey software such as Civil 3D, Carlson Civil Suite, Topcon Magnet and Carlson SurvCE.
Assist in preparing design plans and specifications for Public Works and Parks projects.
Assist with bridge and roadway condition inspections, studies and reporting.
Operate small UAS as a Pilot in Command, plan and implement UAS missions, assist other UAS Pilots and function as a Visual Observer.
Assist with construction inspection, and construction management for Public Works and Parks projects.
Process County Road permits including oversize/overweight vehicle permits, work in county right of way permits, use of county right of way and utility permits.
Provides technical assistance and updated information from the County's Road Inventory System to other county staff and public.
Preform any other duties as assigned to maintain an even workflow within the Public Works Department including, but not limited to mapping, drafting, inspection, and data gathering.
WORKING CONDITIONS:
Work is performed in both office and field settings.
Work is performed both indoors and outdoors with periods of standing, sitting, kneeling, and walking over uneven terrain.
Hand-eye coordination and fine manipulation skills are necessary to operate computers and various office machines.
This position also requires good listening skills and occasional lifting of up to 50 pounds.
Exposure to noise, fumes, chemical and/or extreme weather conditions can be expected.
Regular and punctual attendance is required.
Because of the nature of this position, duties must be performed during regular hours within the department.
(no telecommuting) Routinely stands, bends, sits, kneels and/or squats in awkward positions on hard surfaces for extended time periods:
walks, climbs and/or crawls up or down inclines, stairs, ladders, etc.
sometimes while carrying, pulling, pushing and/or lifting objects in excess of 50 pounds.
Exposure to noise, fumes, chemicals and/or extreme weather conditions can be expected.
Regular and punctual attendance is required.
May work extended hours, varied starting time, on weekends and holidays and on overtime, sometimes with little or no notice.
Considered a first responder in the event of declared emergencies and may be assigned to unusual work duties, locations, conditions and work schedule.
