050 Chief Examiner who shall also serve as Secretary of the Civil Service Commissionshall keep the records for the Commission, preserve all reports made to it, superintend and keep a record of all examinations held under its direction, and perform such other duties as the Commission may prescribe.
Position works in the capacity of a confidential employee.
Work cooperatively and effectively with the public and other County employees.
This position is a non-exempt, full-time position.

Essential Functions:
GENERAL:
In the Clerk of the Board's absence, assumes the Clerk's essential job functions.
Assist the Human Resources Director with personnel activities.
In the Human Resource Director's absence, assumes HR essential job functions.
Give updates in Safety and Civil Service at the monthly Dept.
Heads/Elected Official Meeting.
INVENTORY Maintain County inventory on computer software.
Conduct physical inventory of departments and provide results to Commissioners, yearly.
Administer adherence to Capital Asset Inventory Record Policy and Procedure, including drafting updates and changes.
SAFETY:
(WAC 296-24-040) Develop and monitor County Safety Program and Accident Prevention Plan.
Set up and organize Safety training programs in compliance with the County's Safety Program, examples:
Bloodborne Pathogens, First Aid and CPR Classes.
Establish and maintain Safety bulletin boards in each building per WAC 296-24-055, which posts the necessary L&I employer posters, Safety posters, Safety Committee minutes, and other information regarding County safety.
Provide leadership in organizing and participating in the County Safety Committee per WAC 296-24-045.
Prepare Committee minutes and distribute for posting on Safety bulletin boards.
Create and maintain records and logs of the details of the County Safety Program and have this information readily available for inspection per WAC 296-24-040(2) Each accident-prevention program shall be outlined in written format.
Complete and forward claim forms, claim logs and OSHA forms as required.
Maintain working relationship with Payroll and Human Resources regarding L&I claims that involve time loss and/or job restrictions.
Oversee annual safety inspections of all County facilities and offices.

Maintain Sheriff's employees' Civil Service files.
Administer advertising campaigns assuring the most efficient use of budgeted funds.
Produce appropriate correspondence.
Prepare claims for payment vouchers and order supplies as necessary.
Assist in the recruitment of Civil Service Board Members.
BOARD OF EQUALIZATION CLERK:

Review appeals for compliance and prepare correspondence to appellant.
Develop agenda to schedule Board meetings in accordance with RCW and provide notice to appellant, Board, and Assessor.
Record appeal hearings and maintain written minutes of each Board meeting.
Create a Board Order for each Appellant's case and distribute to Petitioner and Assessor.
Responsible for monitoring the BOE budget and preparation of required vouchers for meeting stipends and travel reimbursements.
Advise appellant of Board decision and avenues available if pursuing further.
Maintain files and forward to State Board of Tax Appeals, upon request.
Remain current on RCW and WAC procedures and requirements.
Make training and travel arrangements for the Board, as needed.
Prepare yearly Department of Revenue reports on hearing determinations.

Qualifications:
High school diploma or equivalent, higher education preferred.
Good public relations skills, coupled with ability to maintain strict confidentiality.
Demonstrate ability to read and write the English language proficiently.
Display good interpersonal relationship and conflict management skills.
Advanced computer and office equipment skills.
Type at least 40 wpm.
Ability to manage competing demands, multiple projects, and frequent changes, delays, or unexpected events.
Ability to maintain a professional demeanor under stressful circumstances.
Successfully pass a background check and driving record check Previous experience as Chief Examiner desired.
Ability to attend out-of-town trainings, as needed.
Human Resources background preferred.

WORKING ENVIRONMENT / PHYSICAL ABILITIES:
Work is performed in an office setting with periods of standing, sitting, and kneeling.
Hand-eye coordination and fine manipulation skills are necessary to perform computer and office equipment work.

Regular and punctual attendance is required and because of the nature of this position, duties must be performed during regular working hours, no telecommuting.
